Judicial reform supports market economy

China will roll out systematic judicial and legislative reforms during the 15th Five-Year Plan period (2026-2030) to optimize the legal business environment and bolster the high-quality development of the market economy, senior authorities announced at a news conference.
The Supreme People’s Court will strengthen the handling of foreign-related, intellectual property and international commercial disputes, striving to make China a preferred dispute resolution venue. It will uphold equal protection for all market players, rectify wrongful business-related convictions and curb the improper use of judicial measures in economic disputes. It will also accelerate the release of judicial interpretations of the Company Law to improve the modern corporate system, and tighten crackdowns on financial crimes. New adjudication rules for virtual currency and cross-border financial cases will be studied, with relevant civil compensation rules under revision to stabilize capital markets and protect small and medium-sized investors.
Multiple authorities will coordinate to optimize the business environment. Legislative bodies are revising key laws including the Enterprise Bankruptcy Law and the Trademark Law. The Ministry of Justice will offer efficient legal services for Chinese enterprises’ overseas expansion. Public security authorities will adopt categorized, less frequent and more transparent inspections to minimize disruptions to business operations, while launching targeted legal training for enterprises and advancing related legislative revisions to standardize law enforcement.
